News from Ministry of Resettlement in Sri lanka
Ministry of Resettlement is in the process of preparing a
Corporate Plan with a view to identify and address felt needs of resettled
communities in the Northern and Eastern Provinces of the country, on a medium
to long term basis. The Plan, which is under preparation covers the period 2014
– 2016.
The staff of the Ministry led by Mr.
M.M. Nayeemudeen, Additional Secretary is preparing the proposed Plan with
technical guidance from the Ministry of Public Management Reforms. Towards that
end, a Workshop was held on April 29, 2013 at the Sri Lanka Foundation
Institute with the participation of key stakeholders including Directors of
Planning, Development and other development staff of the Northern and Eastern
districts and also Anuradhapura District.
The Workshop was inaugurated by Mr.
Janaka Sugathadasa, Secretary,
MOR. In his
inaugural address, Mr. Sugathadasa stated that resettled communities encounter
complex problems which cut across boundaries of many agencies and that offering
acceptable solution is a shared responsibility. Secretary who stated that
a clear, consistence and visible involvement of Senior Officers serving at
District Level is of paramount importance in this endeavor.
Mr. M.M. Nayeemudeen, Additional
Secretary/MOR made a detailed technical presentation pointing out salient
features and steps involved in the Corporate planning process. He also pointed
out both the administrative and policy requirements in preparing a Corporate
Plan and the importance of proactive engagement of those present in this
exercise.
The participants numbering 40, who
engaged in extensive discussions and deliberations throughout the day on
emerging issues in the post resettlement scenario, identified the following as
of urgent needs that require attention concerning resettled IDP communities and
returnee refugees.
- Land Rights and Restitution
- Shelter Assistance
- Livelihood Assistance
- Water and Sanitation facilities
- Psychological Guidance
- Safety and Demining
