PANAMA People entered their villge

People show their power       
Good governance failed to keep the promise; Panama landless people enter to their lands 
Despite the Cabinet decision taken at the Cabinet meeting held on 11th February 2015 under the new Good Governance government, which sited "Meanwhile, it was also decided to release the lands under the control of the Air Force in the Panama area in the Eastern Province  but government and the authorities not kept their promise to release lands in Panama to its genuine owners.
The relevant authorities including district secretary of Ampara and divisional secretary of Lahugala are dragging the issue providing false information to the people. As the most resent promise, district secretary of Ampara had said the people that they will distribute the lands among people on 25th March 2015, which again went in vain.
As a result, the frustrated landless people in Panama has re-entered to their lands 27th March 2016 despites the threats from Police and are-force. More than 40 villagers with their children and toddlers has gone to their lands and re-occupied them. They have cleared the old-temple building in the land area stay and some of them are staying under the trees with their children.





The police officers  and divisional secretary has come to the scene to discuss with the villagers, but villagers has disagree to leave the lands without a genuine decision from the authorities to provide the lands back to the people.
Then they brought court order but people and civil organization and media challenge the order because in that letter there is no proper legal calcification and also they have given this letter after they entered the village. So people got the legal advice from the lowers .Finally they went to the court at Pothuwil on 28 th March .So they were asked to bring all the documents to prove the ownership of the land on 30 th March .In the same time  people were asked to come to the court because they were given court order letter by the panama police.

   Panama people won the court case held at Pothuwil Magistrate court on 30 th March  .All the charges were dismissed and ordered to allow people to move .Then after that people, media and civil society leaders visit the Ragamvila.

Three children - Praddan (15), Selvam (15), Rodase (17) - from Pampan, Thankasemadam, Rameswaram (see photographs attached) - were arrested by the Sri Lankan navy this week, while employed as 'fishermen' onboard a Tamil Nadu trawler.
They are being held in a Children's Home in Mannar. For further details and or to provide any assistance to these children - clothes, food, medicine - please contact N. M. Alam (0717 622 111)

New citizen forum was formed

New citizen forum was formed on 10 of March at Vadamarachchi east in Jaffna district.Seven GN Division fisher and farmer leaders participated that meeting. They discussed their main issues and how to work together. 
Main issues that they highlighted
* Drain water desalination
*Southern fisher people issue
*Illegal fishing gears.
*Indian trawlers issue.
Finally they select the leaders and fixed the date for prepre a campaign plan.Herman Kumara convener of NAFSO Address the meeting on the present situation of the country.

No clear picture of resettlement

Valikamam north displaced people collectives meeting was held at Yarl padi hotel on 10 of March  in Jaffna. Camp leaders and Fisher leaders joint to the meeting.They discussed the progress of the resettled and problems that they faced in the resettled areas. Most them said that still they are nit getting any basic facilities. 

"Stop port city"

Priminister Ranil wikkramashinha promised to stop the port city.He did it for the temporally but now he said he will continue that project with Chinese.
So people who against the port city conducted discussion in Janaswabidaya center at Negombo on 05 of March.During that program document film was launched,people were educated of impact of that project.Most of the civil organisations, fisher leaders,Rve Farthers and sisters,women leaders joint that discussion. Finally they decided to build and wider net work to continue the campaign.

29 fisher women leaders of Sri Vimukthi fisher women organization in Negombo started training program for their empowerment. This training program cover 07 subjects and NAFSO Training team and some selected resource persons continue this program once a month until October.Today facilitating team introduce the training modules that they plan to conduct. In the same time Civil society organizations also joint and gave their comments to strengthen the processes

"Land is our life"


Government promised to hand over Ragamvila-Panama people's land though cabinet paper in 11 of February 2015 but still they didnot give their land back.Now Government  plan to start company  in that same place to promote the tourism .People donot t accept that plan.So are asking their land back.Them they can start community tourism themselves.This discussion was held at Panama last 28 of February.

Indian government takes immediate steps to end illegally fishing

On Monday (29th February) Sri Lankan fishermen and women from Jaffna, Kilinochchi, Mannar and Mullaitivu protested outside the Indian High Commission in Jaffna for  support of the Sri Lankan government’s actions and diplomatic efforts to stop illegal fishing by Tamil Nadu trawlers and country boats in Sri Lankan waters.

Sri Lankan fishermen and women in the north demanded that the India government takes immediate steps to end illegally fishing by Tamil Nadu trawlers in Sri Lankan waters, which destroys the livelihoods and natural resources of Sri Lankan fishing communities in the north. .
