MORE REFUGEES RETURN FROM INDIA

[News from ,MINISTER OF RESETTLEMENT in Sri lanka ]

During the two months period ending June 17, 2013, 124 families consisting 338 members who had been in Refugee Camps in Southern India returned to their motherland.

On their arrival they were welcomed by the officials of the Ministry of Resettlement (MOR) and the United Nations High Commission for Refugees (UNHCR) at the Bandaranaike International Air Port. After necessary administrative preliminaries, returnees left for their places of origin in Mannar, Jaffna, Trincomalee and Vavuniya Districts.

There are about 68,000 refugees of Sri Lankan origin in 110 refugee camps in Southern India. Additionally, there are 34,470 such persons living outside camps in Southern India. The Government adopts a policy of voluntary repatriation in facilitating the return of these refugees of Sri Lankan origin who had been compelled to leave during long years of conflict. The refugee return to Sri Lanka is being facilitated by the UNHCR and a reintegration grant and a host of other benefits are being made available to them on their return.

With a view to initiate action to expedite the voluntary repatriation process, the MOR has requested Ministry of External Affairs to identify the process involved in issuing ‘Exit’ permit by the Indian Governmental Authorities to these refugees. MOR will take further steps to expedite process upon receipt of such information.

Mannar Citizens Committee Program obstructed by Army-

Mannnar district Citizen  comity organized education  program on land issues in Mannar district.After the 2009 we can see the incising of Land grabbing in North and East.So people should  aware of this matter.So they organized that program getting support from the Authorities but what happen to that meeting? That was three day program .They organized the education program for the DS office members on land rules and regulations in last day but no one participated that program.

June 30, Victoria: During bilateral discussions with the President of Seychelles James Alix Michel, Sri Lankan President said Sri Lanka has so far spent US$ 300 million for the development of only the North that was devastated by the three-decade long war.
President Rajapaksa elaborating on the progress made in implementing the recommendations of the Lessons Learnt and Reconciliation Commission said the government had so far spent US$ 300 million only for the development of North, a statement issued by the President's Media Unit said.
Apprising his Seychelles counterpart of the current situation in Sri Lanka, President Rajapaksa said "now the 30-year long war is over. Sri Lanka now enjoys durable peace and stability."
He explained the activities relating to resettlement of the Internally Displaces Persons in the North of Sri Lanka, restoration of infrastructure facilities destroyed by terrorists, rehabilitation and reintegration of combatants, releasing child soldiers just after a month with the end of the conflict and various ongoing development projects after the end of the conflict.
The President said he promised to hold elections to the Northern Province this year.
"Elections to the Northern Provincial Councils will be held this year. I have made the promise to the people of my country, not to the international community," he added.

Sri Lanka and Seychelles signed three agreements today (30) following bilateral discussions between President Mahinda Rajapaksa who is currently on a two-day state visit to Seychelles and his Seychelles counterpart James Alix Michel. The agreements signed were bilateral air-service agreement, MOU on vocational training and youth development and MOU on defense cooperation between the two countries.
Bilateral discussions between the leaders of Sri Lanka and Seychelles were held at the State House in Seychelles. "May the cooperation between our two countries be an example to the world. Both our countries are island nations. "Therefore we must make sure our voice is heard. We have already set an example in the area of climate change. We can be a role model to the world," President of Seychelles James Alix Michel said during the discussion.
President Rajapaksa's visit laid a solid foundation to the bilateral relation between Sri Lanka and Seychelles; President Michel said adding that President Rajapaksa is an exemplary leader. While commending Sri Lanka for progressing on the path of reconciliation under the leadership of President Rajapaksa, the Seychelles President said there is an immense opportunity for economic and trade relations between the two countries at a time Africa is opening up.
Visit to Sri Lanka by President Michel was a landmark in bilateral relations between Sri Lanka and Seychelles, President Rajapaksa said. It is a great honor to be the first Sri Lankan leader to visit Seychelles, he added. President Rajapaksa was of the view that visits of this nature will further enhance south-south cooperation. President while noting a positive growth in trade between the two countries announced that a branch of Bank of Ceylon will be open in Seychelles. Commencing direct flights between Sri Lanka and Seychelles is especially important because it paves the way to consolidate the friendship between peoples of two the countries.

June 27, Colombo: A project funded by the World Bank to assist the Sri Lankan government's to reduce malnutrition among the internally displaced persons in the North is continuing to make satisfactory progress, a World Bank report said.
The project " Local Level Nutrition Interventions for the Northern Province", approved in 2010, will assist the government's efforts to reduce the compounded effects of the global food and financial crisis on the displaced populations in the Northern Province of Sri Lanka, by reducing malnutrition rates among pregnant and lactating women and children below five years of age.
The report released Wednesday says that the project continues to make satisfactory progress in the implementation of all project components.
According to the report, the supplementary feeding of targeted pregnant and lactating mothers, infants and young children 0-23 months is being implemented with much success using a local food mix called "Jeevaposha" (life giving nutrition).
All trainings and refresher trainings of government officials supporting project implementation and supervision as well as members of women's groups have been completed successfully.
Community nutrition activities to reinforce the health and nutrition behavioural change and communication, such as nutrition exhibitions and child-friendly play rooms at home, home gardening, animal husbandry, home kitchen improvements and home preparation of Jeevaposha to feed children 2-5 years, specifically in Mullativu and Kilinochchi, are being promoted and in some instances supported by the project.
The Northern Province Nutrition Cell continues to be effective in managing and supervising the implementation of the project.
The World Bank through Japan Social Development Fund has financed the total cost of the project at US$ 2.95 million.

முசலி பிரதேசச் செயலாளர் பிரிவுக்குட்பட்ட சிலாவத்துறையில் மீள்குடியேறிய முஸ்ஸிம் மக்கள் அடிப்படை வசதிகளை ஏற்படுத்தித் தருமாறுக் கோரி நேற்று புதன்கிழமை முசலி பிரதேச சபையின் தலைவர் அப்புல் பகாத் எகியானிடம் கோரிக்கைகள் அடங்கிய மகஜர் ஒன்றை கையளித்துள்ளனர்.

-குறித்த மகஜரில் மேலும் தெரிவிக்கப்பட்டுள்ளதாவது, 

1990 ஆம் ஆண்டில் நாட்டில் இடம்பெற்ற அசாதாரண நிலை காரணமாக சிலாவத்துறை மக்களாகிய நாங்கள் புத்தளம் மற்றும் கற்பிட்டி ஆகிய பிரதேசங்களுக்கு இடம்பெயர்ந்தோம்.

2009ஆம் ஆண்டு யுத்தம் முடிவுற்ற நிலையில் மீண்டும் எமது சொந்த இடமான சிலாவத்துறையில் குடியமர்வதற்காக வந்த வேளையில் எமது காணியினை கடற்படை அபகரித்து வைத்துள்ளதை பார்க்கக் கூடியதாக இருந்தது.

இருந்த போதிலும் அதற்கு பதில் காணியாக அரசாங்கத்தினால் ஒரு குடும்பத்திற்கு 20 பேச்சஸ் காணி வழங்கப்பட்டு மக்களை மீள்குடியேறுமாறு பணிப்புரை வழங்கப்பட்டதற்கு அமைவாக எமக்கு ஒதுக்கப்பட்ட இடத்தில் 50 குடும்பங்கள் மீள்குடியேறி வாழ்ந்து வருகின்றோம்.

கடந்த 2 வருடத்திற்கு மேலாக 56 வீட்டுத்திட்டத்திற்கு அப்பால் புதிய பிரதேச சபை இருக்கின்ற இடத்தில் இருந்து கொக்குப்படையான் வரைக்கும் அரசாங்கத்தினால் காணிகள் வழங்கப்பட்டு தற்காலிக கொட்டகைக்குள் அமைத்து காட்டு யானைகளின் தொல்லைக்குள்ளும் பாம்புகளின் அட்டகாசத்திற்குள்ளும் எங்களின் வாழ்நாட்களை கழித்துக்கொண்டு வருகின்றோம்.

இங்கு 25 இற்கு மேற்பட்ட பாடசாலை மாணவ மாணவிகள் இருக்கின்றார்கள். நோயாளிகள் மற்றும் கர்ப்பிணித்தாய்மார்கள் வயோதிபர்கள் மற்றும் குடும்பத் தலைமைத்துவப் பெண்கள் 33 பேர் என பலர் வாழ்ந்துவருகின்றோம்.

இங்கு வாழும் மக்களாகிய நாங்கள் அனைவரும் அன்றாடம்  எங்களுடைய சிறிய அளவு வருமானத்திலேயே பிள்ளைகளின் கல்வி செலவு மற்றும் மருத்துவசெலவுகளை சீர் செய்துகொண்டுவருகின்றோம்.

தொடர்ந்தும் இங்குவாழும் மக்களாகிய நாம் முக்கியமான பிரச்சினைகளை கிராமமட்டத்தில் எதிர்நோக்கி கொண்டு 
வருகின்றோம். இவற்றினை நாங்கள் முன்வைக்கின்றோம் .

மின்சாரம் - 

முசலி பிரதேசத்தில் எல்லா இடங்களிலும் மின்சாரம் மின்னிக் கொண்டு இருக்கின்ற வேளை எமது பகுதி இருட்டுக் கசமாக காணப்படுகின்றது. இரவில் யானைகளின் அட்டகாசம் மற்றும் விச ஜந்துக்களின் நடமாட்டம் அனைத்தும் எம்மை கலங்கவைத்தக்கொண்டு இருக்கின்றது. இது மட்டுமன்றி இரவில் பாடசாலை மாணவ மாணவிகள் கூட தங்களின் கல்வியை  தொடர்ந்து கற்க முடியாத நிலைகாணப்படுகின்றது. 

மண்ணெண்ணெய் கூட வாங்கமுடியாத நிலைகாணப்படுகின்றது. இன் நிலையினை மாற்றி எமதுமக்களும் ஏனைய மக்கள் போன்று மின்சாரத்தில் வாழும் நிலையினை உருவாக்கித்தருமாறு  கோரிக்கை விடுகின்றோம்.

மலசலக்கூடம்- 

மக்களாகிய நாங்கள் 2 வருடமாகியும் மலசலக் கூடம் இல்லாமல் காட்டிற்குள்ளே மலசலம் கழிக்க செல்ல வேண்டிய தேவைப்பாடு உள்ளது.

ஆனால் காட்டிற்குள் செல்லும் பெண்களாகிய நாங்கள் மிகவும் பயத்திலும் மற்றும் ஏதாவது விபரிதங்கள் நடக்கக் கூடுமோ என எண்ணி மலசலம் கழிக்கசெல்ல வேண்டிய தேவைப்பாடு உள்ளது.

இது ஒரு பக்கம் இருக்கத்தக்கதாக தற்போது காற்றடி காலம் மலசலகழிவு நுர்நாற்றம் எம்மை நோய்வாய்படுவதற்கு இழுத்துச் செல்லுகின்றது.

மற்றும் சுவாசிக்க முடியாத நிலையில் நாம் இருக்கின்றோம். இந்நிலையினை மாற்றி மலசலக் கூட வசதியினை ஏற்படுத்திதருமாறு  கேட்டு நிற்கின்றோம்.

வதிவிடம்

மக்களாகிய நாங்கள் 2 வருடமாகியும் இன்னமும் தற்காலிக கொட்டகைக்குள் தான் வாழ்ந்து வருகின்றோம். தற்காலிக கொட்டகைக் கூட செயலிழந்த நிலையில் காணப்படுகின்றது.

இந்தநிலை நீடித்தால் இனி மழைகாலம். எவ்வாறு மக்களாகிய நாங்கள் இதற்குள் வாழ்வது என்று தெரியாமல் என் நேரமும் யோசித்துக் கொண்டு இருக்கின்றோம். 

மக்களின் நிலையினை கருத்தில் கொண்டு நிரந்தர வீடு தற்போது இல்லாவிட்டாலும் மழைக்காலத்தில் மக்களாகிய நாங்கள் கரை ஒதுங்குவதற்காகவாவது தற்காலிக கொட்டகையினை சீர் செய்து தருமறு  கேட்டு நிற்கின்றோம்.

வீதி 

2 வருடமாகியும் இன்னமும் எமது உள்ளக வீதிகள் திருத்தப்படாமல் காணப்படுகின்றது. குறிப்பாக 56 வீட்டுத்திட்டத்தினுடாக எமது பகுதிக்கு செல்லும் குறுகிய பாதையில் பெரிய அளவிலான பாலம் காணப்படுகின்றது.

2012ம் ஆண்டு ஏற்பட்ட வெள்ள அனர்த்தத்தில் இந்த பாலம் உடைந்து போக்குவரத்து ஸ்தம்பிதம் அடைந்து காணப்படுகின்றது.

பலர் அதனால் வரும் போது விபத்துக்குள்ளாகவேண்டிய நிலை காணப்படுக்கினறது.  எமது பகுதியில் காணப்படும் உள்ளக வீதிகள் மழைகாலத்தில் சேறும் சகதியுமாக காணப்படும் நிலையில்   பாடசாலை மாணவ, மாணவிகள் கூட பெரிதும் துன்பத்திற்கு ஆளாகின்றார்கள். 

எனவே மக்களின் போக்குவரத்துக்கள் சீராக இடம்பெற இதனை கருத்தில் கொண்டு உள்ளக வீதிகள் மற்றும் உடைந்து காணப்படும் பாலம் ஆகியவற்றினை சீர் செய்து தருமாறு கேட்டு நிற்கின்றோம்.

குடிநீர்

நீர் ஆனது மக்களின் அடிப்படை தேவைகளில் ஒன்றாக காணப்படுகின்றது. இருந்தாலும் பிரதேச சபையால் கொண்டு தரப்படுகின்ற நீர் 1 கிழமைகளில் ஒரு தடவைமாத்திரம் தான்.

இதனால் மக்களாகிய நாங்கள் பள்ளம் கிண்டி நீர் எடுத்து அருந்த வேண்டிய தேவைப்பாடு உள்ளது. 
எனவே இக் குடி நீர் பிரச்சினையினை தீர்ப்பதற்கான நடவடிக்கையாக கிழமையில் 2 தடவையாவது எமக்கு நீர் வழங்குவதற்கான ஒழுங்கினை மேற்கொண்டு தரும்படியாக   கேட்டுநிற்கின்றோம்.

இவை அனைத்தும் எமது பகுதியில் காணப்படும் அதி முக்கியமான பிரச்சினைகளாக காணப்படுகின்றது. 

எனவே,தாங்கள் ஒரு முறை எமது குடியிருப்பு பகுதிக்கு வருகை தந்து எமது துன்பங்களை நேரில் பார்வையிட்டு பிரச்சினைகளை கண்டறிந்து உங்கள் பிரதேச மக்கள் ஏனையவர்கள் போல் சந்தோசமாக வாழ்வதற்கான ஏற்பாட்டினை செய்து தருமாறு மிகவும் அன்பாகவும் பணிவாகவும் கிராமிய மட்டபிரஜைகள் குழு ஊடாகவும், சிலாவத்துறை அன்நூர் பெண்கள் தலமைத்துவக் குழு ஊடாகவும் தயவன்புடன் கேட்டு நிற்கின்றோம்' என்றும் அந்த மகஜரில் குறிப்பிடப்பட்டுள்ளது
